Ten percent of any given population have a disability. In the Philippines, eight million citizens are disabled. And 50% or about four million are children and youth. The Department of Education also reports that only two percent of Filipino children and youth with disabilities go to school. And only one percent of the four million are properly diagnosed. Persons with disabilities in the Philippines are marginalized. They do not know how to access health, auxiliary and social services. Children with disabilities are the most neglected. That is why there is a need for their parents to be aware and to understand their disability to be able to make better choices for their children. Thus, PACDLD was born.
